Heather McQuistion, President, called the Annual Meeting of the Tennessee Association of Student Nurses to order at 10:40 AM. All meetings of the Tennessee Association of Student Nurses are conducted according to Roberts Rules of Order.

Roll Call of Delegates

Hailey Armstrong, Acting Secretary, instructed delegates not to leave or be seated while the roll call is in progress.

Hailey Armstrong, Acting Secretary, instructed delegates to write their name and school on a slip of paper and send it to her before being seated in the house of delegates after roll call completed.

Hailey Armstrong, Acting Secretary, completed the roll call.

Board of Directors – 6 Board of Directors

The following schools are represented:

Baptist College of Health Sciences – 1 delegate
Belmont University – 1 delegate
Chattanooga State Tech College – 1 delegate
Cumberland University – 9 delegates
Jackson State Community College – 4 delegates
King College – 1 delegate
Middle Tennessee State University – 10 delegates
Motlow State Community College – 3 delegates
Tennessee Technological University – 2 delegates
Tennessee Wesleyan College – 7 delegates

Heather McQuistion, President, stated, “In accordance with the requirements of the Tennessee Association of Student Nurses bylaws, a quorum consists of 51% of the Delegates present and voting. Madam Secretary, do we have a quorum?”

Hailey Armstrong, Acting Secretary, stated, “We have a quorum.”

Heather McQuistion, President, stated, “Please remember that a quorum is necessary at every business meeting in order for the House of Delegates to carry out any business. As you know, meetings of TASN are open to the public. Often, as the House is debating issues that concern the general public, the news media may come to the convention to cover such news. We believe that you will agree that the presence of the media conveys our willingness to the public scrutiny of our debates on issues that affect our profession and the public”.

Heather McQuistion, The Chair again recognized Secretary, Hailey Armstrong, for an overview of parliamentary procedure that will be followed during all meetings of the House of Delegates.

President and Financial Report

Heather McQuistion gave the Presidents End of Year report which was included in the business book:

Heather McQuistion, President, recognized Raycene Brewer to give a financial account for the year as included in the business book.

Heather McQuistion, President, asked for a motion to adopt the TASN 2007-2008 Fiscal Report.

Motion (1): I move to accept the 2007-2008 financial report as written on page 10 in the business book.

Slate of Officers and Report of Nominations and Elections Committee

Heather McQuistion, President, recognized Ellen Morris to give the report of the Nominations and Elections Committee.

Ellen Morris, TNA/TASN Liaison, stated, “The campaign regulations are distributed to all candidates in the business book. Nominations for candidacy may be made at the first and second business session. The House of Delegates will elect the incoming Board. The slate of candidates at this time reads as follows:

Vice President: Sarah Bumpas
Secretary: Joseph McCammon; Lisa Harrington
Treasurer: Aaron Smith
Legislative Director/BTN Director: Somer Young
East Regional Director: Evyn Painter; Bridget Norman
West Regional Director: Tony Hill

Ellen Morris, TNA/TASN Liaison, stated, “Nominations from the floor are now in order. A candidate nominated from the floor must have had their credentials for eligibility completed and given to myself, a TASN BOD, or another TNA/TASN Liaison prior to 1630 on this date. Failure to do so disqualifies the candidate. You may pick up candidate applications from the Registration Table. The delegate presenting a name for nomination should state whether the member has consented to serve, if elected. All delegates will have an opportunity to listen to candidate presentations at the second House of Delegates Session. All voting delegates will have the opportunity to vote for each office including the 3 Regional Directors.”

No nominations were made from the floor at this time.

Ellen Morris, TNA/TASN Liaison, declares that nominations are closed for all offices until the next House of Delegates meeting, the last opportunity to present nominations.

Heather McQuistion, President, stated, “The Chair wishes to remind you that all candidates, those on the preslated list and those who have been nominated from the floor, have an opportunity to present their qualifications and objectives for office tonight. Each Candidate will be asked to deliver a short presentation to the House of Delegates outlining his/her qualifications and goals for office. The House of Delegates, Board of Directors, and all others in attendance will be allowed 2 minutes to question each candidate. Those persons nominated during this meeting are to come to the front immediately following this meeting to meet with the TNA Liaison.”

Announcements

Heather McQuistion, President, recognized Hailey Armstrong, Acting Secretary, for announcements.

Hailey Armstrong, Acting Secretary, stated, “There are several announcements:

-Lunch will be provided today by Erlanger.
-We would like to recognize Johnson and Johnson’s generous donation for our convention.
-Due to unforeseen circumstances, the massage school will not be present this year.
-HOD will meet again this afternoon at 1650 in Ballroom E and F. Please arrive early to be seated. Don’t forget to eat a healthy breakfast at the hotel tomorrow morning as we will not be able to offer breakfast again.
-Don’t forget to apply for individual and chapter awards. The deadline to turn those in is 1650 this afternoon (before HOD 2). Please find a TASN Liaison or board member to turn those in.
-Blood Assurance bloodmobile will be present from 1100 to 1600 today and can accommodate up to 9 donors an hour. Please consider donating.
-Youth Villages will be presenting a possible statewide community service project in a breakout session. Please try to attend.
-Door prizes at each HOD. Must be present to win.”

Heather McQuistion, President, stated, “The meeting of the House of Delegates is now recessed until 1650 this afternoon.”

The House invited each of the candidates for office to present a speech to the House of Delegates. Each candidate was allowed two minutes to speak and two minutes of questions from the House of Delegates. The presidential candidate presented last and was allowed three minutes to speak and two minutes of questions from the House of Delegates.

Hailey Armstrong concluded with announcements.
